    Nearest solution to references method for multicriteria decision-making problems

    In MCDM problems, the decision maker is often ready to adopt the closest solution to the reference values in a choice or ranking problem. The reference values represent the desired results as established subjectively by the decision maker or determined through various scientific tools. In a criterion, the reference value could be the maximum value, the minimum value, or a specific value or range. Also, the acceptances degrees of ranges outside the reference may differ from each other in a criterion. Furthermore, measurements in a criterion may have been obtained with any of the nominal, ordinal, interval, and ratio scales. For the decision problems, including qualitative criteria, the solution cannot be achieved without scaling of criteria with the existing MCDM methods. The purpose of this study is to propose the Nearest Solution to References (REF) Method, a novel reference-based MCDM method, for the solution of decision problems having mixed data structure where references can be determined for criteria

    Current Application Fields of ELECTRE and PROMETHEE: A Literature Review

    Multi-criteria decision making techniques are widely used today. In this study, it was examined the current usage areas of ELECTRE and PROMETHEE, which are in the class of outranking-based multiple criteria decision techniques, in Turkey and the world. In this regard, the studies carried out in 2016 and the first four months of 2017 were scanned with the help of Google Scholar. Thus, it is aimed to put forward the latest state of development of ELECTRE and PROMETHEE, and to give an idea about their future application forms and fields. As a result, it was seen that application problems of ELECTRE and PROMETHEE in various fields was tried to remove, and designed appropriate methods for special cases in studies. Furthermore, evaluation according to scenario variations, solving complex decision problems with metaheuristics, common usage of hesitant fuzzy implementations, proliferation of group decision preference, increasing the number of applications of hybrid techniques, used softwares, sensitivity analyses, two linguistic approaches taking an important place in fuzzification have been identified as remarkable results

    Today, around the world, Build-Operate-Transfer (BOT) project finance model is used frequently in numerous projects. One key aspect to the success of project company who wishing to gain BOT tender is to prepare a financial package consistent with the expectations of the related participants in accordance with BOT contract. The debt to equity ratio, the concession length and the unit prices are the important financial decision variables to be determined by the project company. The objective of this paper is to present financial optimization model including two different procurement objectives; (1) potential of winning a BOT project and (2) potential of finding debt. The optimization model solved by multi-objective evolutionary algorithm generate a set of pareto solutions to help project company assess the trade-offs between the two competing objectives.
